The fast, free-to-set-up middle tier: nationally recognizable 8XX numbers with handset-level delivery receipts — but only if you complete toll-free verification first.
Toll-free numbers (8XX — 800, 833, 844, 855, 866, 877, 888) are the middle tier between local 10DLC numbers and dedicated short codes. They launch in days, the verification is free, the number is nationally recognizable, and — uniquely among the three options — they return handset-level delivery receipts rather than carrier-level only. That makes them a strong fit for one-way alerts, OTP/2FA, and any SMB that wants a fast national presence without the campaign-by-campaign vetting of 10DLC.
The catch: you cannot send A2P traffic from an unverified toll-free number.
Verification is now mandatory
Carrier enforcement on toll-free A2P began Nov 8, 2023 and reached full blocking on Jan 31, 2024. Since then, every toll-free number sending application-to-person messages must complete Toll-Free Verification — a single registration submitted through your provider to the Somos/carrier-backed verification system. Somos is the neutral administrator behind toll-free number administration and the text-enablement registry.
Unverified numbers are blocked entirely. Unlike 10DLC’s two-part Brand + Campaign model, toll-free verification is one submission per number (or per group of numbers).
What makes toll-free different
- Handset-level delivery receipts. Toll-free confirms delivery to the device, not just the carrier — better deliverability visibility than 10DLC.
- One registration, not two. A single verification packet instead of a separate Brand and Campaign.
- Free to verify. No carrier verification fee (see the cost note on the throughput & fees page).
- Inbound is charged. Unlike 10DLC, toll-free typically bills inbound messages — factor that in for two-way flows.
